Ask which UK network has the best coverage and you will be told EE. Ofcom's own figures say EE is third of four on 4G geographic coverage, behind Three and Vodafone.
Both claims are true at once: EE dominates 5G and trails on 4G. Which of the two matters depends on where you are standing and what your phone is doing. The UK also stopped having four mobile networks in 2025, which changes the question in a way most guides have not caught up with.

The merger nobody factors in
Vodafone UK and Three UK combined in 2025 to form VodafoneThree. The UK went from four mobile network operators to three, though not yet from four radio networks to three: the two are still being integrated, which is why Ofcom continues to report them separately.
That has a strange consequence for any coverage table, including the ones below: the two operators sitting first and second on 4G geographic coverage are now the same business. Add them together and VodafoneThree's combined footprint is comfortably the largest in the country.
The company's own commitments, which are operator-claimed rather than regulator-verified: £11 billion of network investment, 5G Standalone reaching 99% of the population by 2030 and "every corner of the UK by 2034", 16,500 square kilometres of not-spots, meaning areas with no signal from that operator, removed by the end of 2025, and a 20% 4G speed improvement for customers of Three and SMARTY, its budget sub-brand, within two weeks of the two companies beginning to pool their radio spectrum. It cites 28.6 million Vodafone and Three mobile customers.
Treat the 2030 and 2034 dates as intentions. The relevant fact for a trip this year is that the two networks are converging, and the tables below are a snapshot of a merger in progress.
What Ofcom measures, and what it does not
Every figure below is Ofcom's, as of January 2026. Two definitions do a lot of work.
Geographic coverage is the share of UK land area. Premises coverage is the share of buildings, split into outdoor and indoor. These diverge enormously, for the same reason they do everywhere: people are concentrated and land is not.
"High confidence" and "very high confidence" are Ofcom's thresholds for how likely a connection is at a given spot. Both are predictions from operator radio-planning models, not drive tests. We give both where they differ, because the distance between them tells you how much of the headline is marginal signal.
We quote Ofcom's figures at the precision Ofcom publishes them, but do not read too much into the decimals. A modelled 92.75% is not meaningfully different from a modelled 92%, and gaps of under a point between operators should be treated as ties.
4G: the table that contradicts the reputation

Three covers nearly three percentage points more UK land than EE. Vodafone has the best indoor coverage of any operator. On premises outdoors, all four are within 0.16 points of each other, which is a polite way of saying the difference is meaningless.
This is the metric most travellers live on. UK 5G is patchy outside cities, so a phone in a village, a train, or a stone-walled pub is on 4G, and on 4G the four networks are close with Three and Vodafone slightly ahead.
5G: the table that explains the reputation

Here EE's reputation is earned. It covers more than twice the land area with 5G that Vodafone or Three does, and at the stricter threshold roughly four times. Against O2, its nearest rival, the gap is narrower: three points at the high-confidence threshold and nine at the stricter one.
Note what happens to Three and Vodafone between the two thresholds. Three drops from 27.1% to 13.01%, and Vodafone from 23.11% to 11.9%. Both roughly halve. EE drops by about a fifth. A large share of the smaller networks' 5G footprint is marginal signal rather than solid coverage.
Rural Britain, Scotland and Wales
The national averages hide most of what a traveller will experience.
Rural 4G indoor coverage falls sharply for every operator: Vodafone 86.66%, EE 85.16%, Three 84.96%, O2 81.97%, against 95-97% nationally. That is roughly one rural building in seven with no reliable indoor 4G on Vodafone, and closer to one in five on O2. The "at least one operator" figure is 97.87%, so a cottage with no Vodafone signal frequently does have EE signal. A single-network eSIM cannot take advantage of that, because it cannot hop to whichever operator happens to reach the building.
Scotland is the hardest part of the UK to cover, and the ordering differs from the national one:

Two things in that table cut against the national picture. Scottish 5G from any operator reaches 47.52% of the land against 72.81% for the UK, so in the Highlands you should expect 4G at best. And EE is not the 5G leader in Scotland: O2 covers 34.35% of Scottish land against EE's 25.32%, reversing the national ordering. EE is also last on Scottish 4G geographic coverage. Scotland is the one nation where the headline "EE for 5G" rule does not hold.
Wales contains the single widest gap in the entire dataset. EE reaches 58.36% of Welsh land area with 5G. O2 reaches 6.22%. That is more than a nine-fold difference, and it inverts O2's strong national position completely. For Snowdonia or the Brecon Beacons, EE is the only network with meaningful 5G, though at 90.47% versus O2's 85.19% the 4G gap in Wales is ordinary.

The trade-off, as the data has it:
What you get. The best indoor 4G premises coverage of any UK operator, at 97.39%, and the best rural indoor coverage at 86.66%. Second place on 4G geographic reach. For a traveller whose phone lives on 4G in buildings, in cities and villages, that is the right pair of strengths.
What you give up. 5G. Vodafone's 23.11% 5G geographic coverage is the lowest of the four, and at the stricter threshold 11.9% is roughly a quarter of EE's. If you want the fastest UK 5G, EE is the network and we do not sell a UK plan on it.
Where that trade lands well: London, Manchester, Edinburgh and the towns between them, where you will be indoors on 4G most of the time. Where it lands badly: a Welsh hiking trip where you specifically want 5G, which is the one scenario where the operator gap is enormous.
What we cannot tell you
Whether the merger has already improved the Vodafone leg of a roaming eSIM. VodafoneThree says spectrum sharing lifted Three and SMARTY 4G speeds by up to 20% within two weeks. Whether a visiting roamer on the Vodafone network sees any of that is not something either the company or Ofcom publishes.
Whether roaming traffic is prioritised differently from domestic traffic. No UK operator or regulator publishes this, in either direction, and we are not going to infer it from a speed test.
How predicted coverage compares with measured coverage. Ofcom's figures are radio-planning model outputs. They are the best per-operator data that exists for the UK and they are not drive tests. A prediction of 92.75% geographic coverage is not a promise that your phone works in 92.75% of places you stand.
The verdict
There is no single best UK network, and the honest split is cleaner here than in most countries.
EE for 5G across the UK as a whole, by a wide margin, and overwhelmingly so in Wales. The exception is Scotland, where O2 leads 5G instead. Three or Vodafone for 4G reach, where both beat EE on land area, and Vodafone for indoor coverage specifically. O2 for 5G Standalone, a category that will matter later and does not matter for your holiday.
The thing worth remembering is that two of those four names are now one company. The UK's coverage tables are mid-merger, and the operator with the most land covered on 4G today is a business that also owns the operator in second place.

Methodology
How we did this comparison
Every coverage figure in this post comes from one source: Ofcom's Connected Nations mobile coverage dataset, reported as of January 2026. Ofcom is the UK's communications regulator, and this is the dataset the operators are required to submit to it. We used the UK and nations file, which breaks every figure down by operator, by technology (4G, 5G, and 5G Standalone), by coverage type (geographic, premises outdoor, premises indoor), and by urban or rural.
One caveat matters more than any number below, and Ofcom states it itself: these are **predicted** coverage figures produced from operator radio-planning models, not drive-test measurements. "High confidence" and "very high confidence" are Ofcom's own thresholds describing how likely a connection is at a given location, not guarantees. We report both thresholds where they differ, because the gap between them is informative.
We have compared the January 2026 release against the January 2025 release rather than assuming direction of travel. Note that Ofcom changed its operator labels between the two releases and added 5G Standalone reporting in 2026, so a few series do not extend backwards.
On sourcing: the figures come from Ofcom's published Connected Nations open-data CSV files, which we hold locally. Ofcom's website returns HTTP 403 to automated fetching, so we could not programmatically re-open the landing page on the publication date to confirm nothing had been reissued. The landing page is linked in the sources for you to check by hand.
Where a figure comes from VodafoneThree rather than Ofcom, it is labelled as operator-claimed in the text. We could not verify the exact date the Vodafone and Three merger completed from a primary source, so we describe it as having completed in 2025 rather than giving a day we cannot cite.
What this post does not measure: we ran no tests of our own. We do not compare customer support. We make no claim about whether roaming traffic is prioritised differently from domestic traffic. Carrier assignments for our own plans were read from our live product API on 7 September 2026.
