What Is the Best Mobile Carrier in Greece? (2026 Measured Data)

One Greek operator won every mobile award Ookla handed out in the first half of 2026. All seven of them.

That sounds like a short article, and the interesting part is why it is not. Buried in Ookla's previous Greek report is a finding that reframes the clean sweep. On Consistency, the share of test samples clearing a usable-connection threshold, Ookla declined to name a winner at all, because it could find no statistical difference between the three Greek networks.

Both things are true at once, and which one matters depends on whether you are benchmarking a network or using one.

The clean sweep

Ookla publishes a separate award page per category, and each one lists the score for all three operators rather than only the winner. Here is the whole board for Q1-Q2 2026.

Greece is unusual in how orderly this is. In Japan the awards split three ways; in the USA three testing firms named three different winners. Here the ordering is identical in all seven categories, which makes the country simple to summarise: COSMOTE first, Vodafone second, Nova third, every time.

How big is the gap, category by category

Ranking every award by COSMOTE's margin gives a spectrum rather than a clean split. All seven categories, against both rivals, with no omissions. Nova is included because we sell it too, on our multi-country plans.

Two things fall out of this.

The order of the categories is the same against both rivals. COSMOTE's lead is widest on 5G speed and coverage extent, narrowest on the overall network score and gaming experience, and the three categories in the middle sit between the two. That is a gradient, not two buckets.

Nova is further behind than Vodafone everywhere, and on the two widest categories the gap roughly doubles: 33.2% and 34.9% against Nova, versus 19.2% and 18.0% against Vodafone. If you end up on a Greek leg served by Nova rather than Vodafone, that is the difference you are accepting.

The finding that matters most

From Ookla's Greece report covering January to June 2025, quoted as published:

There was no winner of best mobile network Consistency in Greece during this period, based on Speedtest Intelligence data, with no statistical difference between the mobile providers.

Consistency, as above, is the share of samples clearing a usable-connection threshold. It is the metric closest to "does this work when I pick up my phone", as opposed to how fast it goes when it does work.

On that metric, in that period, Ookla could not separate COSMOTE, Vodafone and Nova at all. Not "COSMOTE won narrowly". No winner.

That does not undo the 2026 sweep, and the two come from different periods, so this is context rather than contradiction. But it is the single most useful thing a visitor can know. The difference between the best and worst Greek network is measurable in a lab and, on the evidence Ookla published, was not measurable in whether your connection worked.

COSMOTE did win 5G Consistency in that same report, at 83.3% of samples meeting the threshold. So one report contains both a clear 5G-only winner and no winner at all across technologies. Ookla does not explain why, and we will not invent a reason: the two measures cover different sample sets, and a gap can be statistically detectable in one and not the other, but which of those applies here is not something the report says.

Speeds, in actual megabits

The award pages give scores. For megabits we have to use the earlier report, January to June 2025:

COSMOTE's Connectivity Score in that period was 77.64, and its 5G Connectivity Score, the same composite restricted to 5G tests, was 70.46. Resist comparing that 77.64 with the 78.41 in the award table above: different periods, and Ookla does not present them as a series. It was also the top-rated provider by users at 3.59 out of 5, though Ookla did not publish the equivalent rating for Vodafone or Nova, so that figure has nothing to be compared against.

Two things to hold on to. First, COSMOTE's median download was about 1.7 times Vodafone's in that period, which is a large gap by any standard. Second, 70.91 Mbps is a good connection. It streams 4K, handles video calls and loads maps instantly. The gap is real and mostly irrelevant to what a traveller does, which is the same conclusion the Consistency finding points at.

Nova's figures were not published in the section we could read, so it is absent from that table rather than being zero.

Cities, and the limit of the data

Among the most populous Greek cities in that report, Marousi recorded the fastest median mobile download at 233.19 Mbps, roughly double COSMOTE's national median. Glyfada topped the fixed-broadband ranking at 99.94 Mbps, which is a home-internet figure rather than a mobile one.

Both are Athens-area municipalities, and that is where this dataset runs out. Ookla's Greek city ranking covers the most populous cities. There is no island breakdown, and no Greek regulator publishes anything like Ofcom's per-operator coverage maps.

So on the question most people really have about Greece, which is whether their phone works on Naxos or Crete or a beach on Milos, we have no data. We are not going to fill that gap with an impression. What we can say is that Ookla's Coverage Score ranks COSMOTE meaningfully ahead of Vodafone and Nova on spatial extent, and if remote-island coverage is the deciding factor for your trip, that ordering is the only signal available.

What this means when you buy

Prices are the referral price our own plan links carry, verified on 8 September 2026 after the September repricing. List prices without a referral are $4.95, $6.95, $11.95, $16.95 and $25.95 respectively. There is no 1GB or 3GB plan: the smaller sizes now cost the same as or more than 5GB, so they were dropped rather than sold as the worse deal.

The trade-off is unusually easy to state here, because the ranking never moves.

What you get. The second-best network in Greece on every measure Ookla publishes, which placed last in none of the seven categories. On the metric where Ookla could not separate the operators at all, second place and first place were indistinguishable.

What you give up. COSMOTE. It is faster, by about 1.68 times (68%) on median download in the last period Ookla published megabits, and it ranks ahead on coverage extent. If your trip depends on signal in remote places, or you want the fastest network in the country on principle, we are not the shop for that.

Where the Vodafone leg lands well: Athens, Thessaloniki and the populated islands, where a 70 Mbps median is far more than enough and the operators are close. Where it lands worse: remote coastline and mountain interiors, where COSMOTE's coverage advantage is most likely to show and where, to be clear, nobody publishes the data to prove it either way.

What we cannot tell you

Island and rural coverage, per operator. No source exists that we could find.

Whether roaming traffic is prioritised differently from domestic traffic on Greek networks. Not published, in either direction.

A second opinion. Every performance figure here is Ookla's. We found no Opensignal report for Greece and no regulator dataset. Our Japan, USA and UK guides could show two or three measurement bodies disagreeing, which is a useful check on any single one. Greece gets one source, and a single source that sweeps every category is exactly the situation where a second opinion would be most valuable.

The verdict

COSMOTE is the best network in Greece. Seven awards from seven, first place in every category, and roughly 1.68 times Vodafone's median download speed in the last period with published megabits.

That 1.7x deserves a caveat we would rather give than leave you to find. It comes from the January to June 2025 report. In the newer Q1-Q2 2026 awards, COSMOTE's Fastest Mobile Network Speed Score leads Vodafone by 9.7%, not 68%. Speed Score and median download are not the same measure, so this is not a like-for-like fall. The two are different metrics over different periods and cannot be subtracted from each other, but if you want the most recent standardised comparison, it is the narrower one.

The sweep is also narrower than it looks. Three points out of 100 separate first from second on overall network quality, and on Consistency, Ookla could not separate the three Greek operators at all. Greece is a country where the podium order is completely stable and the practical difference between the steps is small.
