The True Cost of Telkomsel RoaMAX in Europe (2026) vs. Lotsotravel eSIM

Fourteen days through Italy and France costs Rp500,000 on Telkomsel's RoaMAX Eropa 15GB pack, about $28.18 USD. The same fortnight on a Lotsotravel Europe eSIM is $12.95.

That is the whole argument, and everything below is the arithmetic behind it.

Telkomsel is Indonesia's largest mobile operator: 156.1 million mobile customers and more than 98% population coverage, per its own 2025 annual report. Unlike Airtel, which sells one global roaming tariff, Telkomsel sells a Europe-specific shelf, RoaMAX Eropa, priced in day-sized steps from Rp110,000 to Rp700,000. It is a thought-through product, and it is still roughly twice the price of the eSIM on every itinerary we priced.

The bigger number is what happens when you land without a pack. Telkomsel's non-package rate in Europe is Rp6,000 per megabyte. That is the figure this post spends the most time on, because it is the one that produces the bills people write in about.

We sell the eSIM in the right-hand column of every table below. Every Telkomsel figure here was read off Telkomsel's own pages on 20 September 2026, and each page is linked.

The two price tags, side by side

The structural difference worth noticing before the prices: on RoaMAX Eropa, quota and duration are welded together. You cannot buy 3GB for two weeks. If you want fifteen days of validity you buy the 15GB pack, whether or not you will use fifteen gigabytes. Our plans separate the two axes, which is why several rows below show us selling less data for longer.

Telkomsel's Europe shelf, priced

These are the eight RoaMAX Eropa packs Telkomsel shows for any European destination. We pulled the shelf twice, once with France selected and once with Italy, and got an identical list both times.

Three things fall out of that table.

The advertised quota is not the European quota. Every pack above the 1-day one reserves 1GB as "transit country" data. On the 3GB pack that is a third of what you paid for. The transit gigabyte is useful, Singapore, Kuala Lumpur, Doha, Dubai and Istanbul are all on the transit list, which is most of the connecting airports on a Jakarta-to-Europe routing, but it is 1GB in total, not 1GB per stop, and it is not available in Paris.

The per-gigabyte price falls by more than half across the shelf. Rp110,000 for 2GB over one day is $3.10 per gigabyte; Rp700,000 for 30GB over thirty days is $1.36. If your trip sits near a boundary, buying up is usually correct: the 15GB pack at Rp500,000 costs Rp100,000 more than the 10GB pack and gives you five more days and five more gigabytes.

For comparison, the Lotsotravel Europe shelf runs $0.73-1.65 per gigabyte across the 3GB-to-30GB range, with every gigabyte usable in Europe. That is the gap this whole post is measuring.

The number that actually causes bill shock: Rp6,000 a megabyte

Telkomsel's Non-Package Roaming Tariff page is refreshingly specific, and the specifics are alarming. For European destinations the pay-as-you-use rates are:

A handful of European destinations sit one band higher for outgoing calls to Indonesia at Rp60,000 per minute, Andorra, Belarus, Bosnia and Herzegovina, Cyprus, Monaco, North Macedonia (the table lists it as Macedonia), San Marino, Serbia and Slovenia. Check your own destination before you assume Rp50,000.

The Rp220,000 cap is what makes this survivable, and also what makes it expensive. At Rp6,000 per megabyte you hit the cap after roughly 37 megabytes. One morning of iCloud Photos, a couple of app updates and a maps session get you there before lunch on arrival day. Telkomsel's own note on the page says pay-as-you-use data can run a maximum of four cycles in any two-day period, after which data is suspended and you are told to buy a pack, so the range is Rp220,000 to Rp880,000 ($12.40 to $49.59) per two days.

Run the floor of that across five trips. This assumes the minimum, one Rp220,000 cycle per two days, which is what a traveller using their phone at all will hit:

85-88%, and none of it is Telkomsel being greedy. It is the difference between a customer who bought the right pack and one who did not.

What five real trips cost on each side

Five European itineraries priced against the cheapest correct RoaMAX Eropa pack on each one. "Correct" means the pack has to last the trip: RoaMAX validity is welded to pack size, so a five-day trip cannot use the 3GB / 3-day pack no matter how little data you need. All Lotsotravel figures are live Europe regional plan prices on 20 September 2026.

A 54-68% band, and unlike most carriers in this series the gap does not widen with trip length, it narrows slightly, because Telkomsel's per-gigabyte price improves as the packs get bigger while ours is already flat. Telkomsel has priced RoaMAX Eropa like a product it wants people to buy, in the same spirit as CelcomDigi next door in Malaysia, rather than a penalty for leaving the country.

The 5-day and 7-day rows show where the eSIM wins twice over. There is no 3GB-for-five-days pack on Telkomsel's Europe shelf; the shortest pack that lasts five days is the 5GB one at Rp275,000, so a 3GB trip buys a 5GB pack. And the validity runs out on day five whether your flight home is that evening or the next morning.

The other three shelves, and the one that undercuts them all

RoaMAX Eropa is not Telkomsel's only route to Europe. Three other products reach it, and one of them is cheap.

RoaMAX Western is the broader multi-region shelf, Europe plus Asia, Australia, the USA and Canada on one pack. It runs Rp200,000 for 3GB over 3 days ($11.27) up to Rp725,000 for 20GB over 30 days ($40.86), with a 7GB / 30-day pack at Rp350,000 (~$19.72) that is the best-value entry on it. If your trip is Europe plus a real stop in Asia rather than a two-hour layover, price Western against Eropa before you buy: that 7GB / 30-day pack costs Rp20,000 more than the Eropa 7GB / 7-day pack and lasts more than four times as long.

RoaMAX Continent is the widest tier: Rp650,000 for 10GB over 30 days ($36.63), or Rp700,000 for the same with 50 minutes and 50 SMS. There is also a 2GB / 1-day Booster at Rp100,000 ($5.64) for topping up a pack you have already burned through. Continent is expensive per gigabyte and only worth it on a multi-continental itinerary.

RoaMAX Auto-On is the Halo postpaid subscription: Rp100,000 per day (~$5.64) for 4GB, 2GB roaming plus 2GB in-flight, across 102 countries plus 19 flights, billed only on days you are actually abroad or in the air. It is the most convenient thing on the shelf and the most expensive over a fortnight: fourteen days is Rp1,400,000, about $78.90, against Rp500,000 for the Eropa pack covering the same trip. The in-flight inclusion is real and we do not offer an equivalent.

And then there is Telkomsel's own travel eSIM, which undercuts every pack above. The eSIM RoaMAX Western pack is Rp150,000 for 10GB over 7 days, about $8.45, or roughly $0.85 per gigabyte across an 84-destination Western coverage list that includes all of Western Europe. That is the cheapest Europe-capable data Telkomsel sells, about a third the per-gigabyte price of the RoaMAX Eropa 10-day pack, and it lands within a few cents per gigabyte of our own Europe plan.

We are not going to pretend otherwise: if you are on a 7-day European trip and you are comfortable carrying a second Indonesian prepaid number, the eSIM RoaMAX Western pack is priced level with us. What it is not is an add-on to your existing line. Telkomsel's own FAQ confirms it is a Telkomsel prepaid eSIM in its own right, buyable by non-customers through TShop, which means a new number rather than your existing one, and the Western shelf only sells it in a 7-day window, a fortnight in Europe means buying it twice, at which point you are back above our price.

Where the pack model still leaks

Five things the headline price does not tell you, all of them from Telkomsel's own documentation.

Cyprus is not on the Europe list. The RoaMAX Eropa main quota covers 46 European destinations, and it is broader than ours across the east and the Balkans, Albania, Andorra, Belarus, Bosnia and Herzegovina, Moldova, North Macedonia, Russia, Serbia, Ukraine, Guernsey, Jersey, the Isle of Man, the Vatican and San Marino are all on it and none are on our Europe plan. But Cyprus appears only on the transit list, so a Larnaca or Paphos leg eats the 1GB transit allowance instead of the European bucket. Cyprus is a full destination on our Europe plan. If your itinerary includes it, price that leg specifically.

Validity cannot be bought separately. This is the single biggest structural cost. A light user on a 20-day trip who needs 6GB has to buy the 20GB pack at Rp600,000 to get 20 days of validity, paying Rp270,000 more than the 7GB pack for data they will not touch. On our shelf, 5GB / 30 days is $6.95.

Voice is not included in any Eropa pack. Only the Continent Combo bundles minutes. Everything else falls to the non-package rates above: Rp50,000 a minute to call home, Rp25,000 a minute to receive a call. One ten-minute call to Jakarta costs more than the 3GB pack. Keep voice on WhatsApp.

In three European destinations the Telkomsel line cannot make calls at all. The RoaMAX Eropa terms list Iceland, Sweden, Switzerland and Liechtenstein among the countries that have shut down 2G and 3G, and state that calls, SMS and the *266# quota check therefore will not work. Telkomsel's VoLTE roaming list, printed a few lines below on the same page, includes Switzerland but not Iceland, Sweden or Liechtenstein. In those three your Indonesian number is reduced to a data line whatever you paid for. Check your handset against the device setup page before you rely on Telkomsel for voice in any of them.

Russia has a registration gate. Telkomsel's package terms note that using roaming in Russia requires completing a captcha registration delivered by SMS from the local operator before data works. Russia is on Telkomsel's list and not on ours, so this is a case where neither option is clean.

Dual-SIM workflow for Telkomsel customers in Europe

The setup that keeps your Indonesian number live for calls and bank OTPs while data runs at eSIM prices.

Step 1. Buy the Europe eSIM 3-7 days before you fly

Match the plan to your usage. Light users on maps, messaging and the occasional photo upload need 3-5GB per week. Heavy users running video calls or a laptop hotspot want closer to 1-2GB per day, and at that level, re-check the RoaMAX Eropa 20GB and 30GB packs above first, the gap narrows at the top of the shelf. Lotsotravel emails a notification when your QR code is ready, then you access it through the website. If you are not sure your handset supports eSIM, check it here first.

Step 2. Install the eSIM at home

On iPhone: Settings → Cellular → Add eSIM → scan QR code. On Android: Settings → SIMs → Add eSIM → scan QR. Label the line "Travel" so it is unmistakable next to your Telkomsel line. Apple's guide to travelling with an eSIM covers the dual-SIM screens if you want a second reference.

Step 3. Turn off data roaming on the Telkomsel line, before you board

Settings → Cellular → tap the Telkomsel line → Data Roaming OFF. This is the step that matters most on Telkomsel specifically, because it is what stops the Rp6,000-per-megabyte rate from ever engaging. Voice and SMS keep working normally, so BCA, BRImo and Livin' codes still arrive.

Step 4. Configure default lines

• Cellular Data: Travel (the new eSIM)
• Default Voice Line: Telkomsel
• iMessage / FaceTime: Telkomsel
• Allow Cellular Data Switching: OFF. It stops iOS failing data back over to the Telkomsel line when the eSIM signal dips in the Paris Métro, and every such failover is billed by the megabyte.

Step 5. Activate on arrival

Turn on cellular data for the Travel line when you land. The eSIM attaches to a European partner in 30-60 seconds. Your Indonesian number keeps ringing, and Telkomsel bills nothing for data. If it does not attach, our eSIM troubleshooting guide walks through the usual causes.

What this comparison leaves out

The maths above isolates one variable: the cost of data. Three things sit outside it, and any of them could matter more than price on a given trip.

Voice quality is the first. Both options route through European partner carriers, and quality depends on handset, codec and which partner you are handed to. We have no representative dataset.

Hotspot and tethering throughput is the second and harder one. RoaMAX Eropa explicitly permits tethering and Orbit MiFi use; our plans permit hotspot too. What neither of us can promise is a speed, because it depends on the local partner and how it treats roamers. Congestion is the third: roaming agreements can deprioritise traffic at local peak load, and neither side guarantees performance inside a stadium or on a packed regional train.

We also did not model Indosat Ooredoo Hutchison, XL Axiata or by.U. This post prices Telkomsel's shelf against ours; estimating another operator's pricing from third-party summaries is not something we will publish. And we did not price the Halo postpaid shelf pack-by-pack, Halo customers should read their own page and the Auto-On terms before assuming the SIMPATI numbers apply.

The buy

Telkomsel has built one of the better carrier roaming products in this series. A Europe-specific shelf, a transit gigabyte that matches how Indonesians actually fly to Europe, tethering permitted, and a per-gigabyte price that improves as the pack grows. Indonesia's largest operator is not gouging its travellers.

It is still about twice the price of the eSIM on every itinerary we priced, and the reason is structural rather than greedy: validity is welded to quota, so a light user on a long trip buys gigabytes they will never touch. A Lotsotravel Europe eSIM sells the two axes separately, across 33 countries on one profile, and comes in at 54-68% less on the five trips above.

The stronger reason is the one in the middle of this post. Rp6,000 per megabyte is the price of forgetting, and it is a failure mode that does not exist once data roaming is off on the Telkomsel line and your data is running on a separate eSIM.
